LEADERSHIP

Scott Sweetow, the President of S3 Global Consulting, LLC, began his public service career in the United States Army Reserves in 1984, serving as an armored cavalry scout and later as a Russian language qualified voice intercept non-commissioned officer. In 1990, as a special agent with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) in Los Angeles, Scott focused on complex bombing investigations before becoming one of ATF’s first intelligence officers, and later a Certified Explosives Specialist. 

After earning his first formal leadership assignment in 1999 as a supervisory special agent, Scott worked his way up through ATF headquarters and field assignments, performing and mastering every level of job, earning numerous awards and commendations along the way. Scott was promoted into the Senior Executive Service in September 2011, where he led the Atlanta and later St. Paul Field Divisions, before being selected as ATF’s Deputy Assistant Director for Intelligence in ATF headquarters in July 2014.

In January 2016, Scott assumed the deputy directorship of the Terrorist Explosive Device Analytical Center (TEDAC), an FBI-led whole of governments campus located in Huntsville, Alabama that uses forensics, intelligence, advanced engineering, and forward-based proactive and reactive deployments to identify and help apprehend or target terrorist and threat actors around the globe who use improvised explosive devices to target the US or our allies.

In May 2019, Scott was selected by senior FBI leadership to assume the role of Acting Director of TEDAC, which he did until his retirement, effective December 1, 2019; the first time the FBI had ever selected an ATF agent to serve in such a capacity.

ACHIEVEMENTS

  • In addition to his military decorations, Scott has earned in excess of 25 civilian awards and commendations, including multiple ATF hostile action medals, special act and performance awards, and the coveted distinguished service medal

  • Received the FBI Director’s commendation for a Los Angeles counterterrorism matter

  • Well-known in the explosives counterterrorism field and is a Federal court-recognized expert in arson, explosives, and firearms

  • Served as a team Special Agent in Charge of ATF’s National Response Team

Jerry Lyons

Jerry Lyons is the Executive Vice President of Security, Intelligence, and Analytics at S3 Global Consulting, LLC.  He began his public service career in the United States Marine Corps Reserves in 1984, later obtaining his commission as a United States Army officer. He retired from the Army Reserve in 2013 having served as a Military Intelligence officer and is a graduate of the Defense Language Institute School of German in Monterey, California.  In 1996, he became a special agent with the Federal Bureau of Investigation (FBI) beginning his law enforcement career in Dallas, Texas. Jerry's initial career focused on complex counterterrorism, weapons of mass destruction (WMD), domestic terrorism, insider threats and international bombing investigations. He worked closely with the Department of Homeland Security and has numerous certifications from federal, state, local and international agencies and was both an FBI Certified Hazardous Materials Technician, and a highly experienced Evidence Response Forensic Evidence Technician. 

After earning his first formal leadership assignment in 2002 as a supervisory special agent, Jerry worked his way up through FBI headquarters and field assignments, performing and mastering every level of job, earning numerous awards and commendations along the way.  He supervised and led high profile investigations mitigating the use and proliferation of WMD, Chemical, Biological, Nuclear, and Explosive threats, and was one of the first FBI agents to earn a Master of Science in Strategic Intelligence from National Intelligence University in Washington D.C., while serving as the Program Manager for the FBI's Weapons of Mass Destruction Countermeasures and Operations Programs.  Jerry served in a variety of roles from squad supervisor, unit chief, assistant legal attaché, and assistant special agent in charge over all criminal and national security programs in his division. Jerry was promoted into the Senior Executive Service in 2017, where he led the FBI's Terrorist Explosive Device Analytical Center, an FBI-led whole of governments campus located in Huntsville, Alabama.

After his retirement in 2019 he worked as a Special Senior Advisor to United States Special Operations Command in Tampa, Florida providing expert advice to leadership on identity intelligence, and threat-based mitigation efforts. He also led a global team of special operations experts providing high level advice and expertise to combatant commanders at the general officer and senior executive levels to manage operational risk and insider threats. 

ACHIEVEMENTS

  • In addition to his military decorations, Jerry has numerous civilian awards including four FBI Director commendations and a plethora of FBI certifications and awards.

  • Well-known as an expert in national security investigations, intelligence analysis, and threat mitigation.
